Next month in Cascais, the World Ocean Summit Europe will tackle urgent threats to marine biodiversity, coastal resilience and ocean health while exploring compelling regenerative opportunities.

The action-led agenda will focus on solutions, exploring energy and food security in a European context, reflecting growing market risks, competing political and financial priorities and strategic realignment amid geopolitical tensions.

The agenda will cover the various themes throughout the day via key sessions:
Keynote speech. The EU’s role in global ocean action

This session will explore how European organisations—including the European Commission, member states, industry leaders, investors and NGOs—can drive implementation, strengthen compliance mechanisms and build new alliances across climate and biodiversity agendas.

Panel. Implementing the European Ocean Pact

With environmental budgets under pressure and re-aligned political priorities after recent elections to the European Parliament, the pact must now build on action and results. What should implementation look like at EU and national level? How can Europe ensure the pact avoids simply duplicating past strategies and instead drives measurable progress?

Panel. Advancing blue foods solutions for Europe’s food security

A regenerative model for the industry requires reforming fisheries, scaling up responsible aquaculture and closing waste loops along supply chains. What practical solutions can align production with ocean and human health? How can Europe position “blue food” as both a food security strategy and a sustainability priority?

Panel. Building low-impact tourism models for ocean conservation and restoration

In 2024 the total number of nights spent in tourist accommodation in the European Union reached a record 3bn. What policies and partnerships can shift tourism towards regeneration? How can marine tourism drive rather than dilute local stewardship and biodiversity goals?
