The Port of Gdynia announces the submission of bids for the selection of a private partner for the Outer Port project by September 30 this year.

The Port of Gdynia Authority announced a new deadline for submitting bids for the selection of a private partner for the Outer Port project: September 30th of this year. This follows a request from bidders to the National Appeal Chamber (KIO).
Participants in the tender requested additional time to prepare documentation following changes to the tender terms. The need for this change stems from the provisions of the Public Procurement Law, which requires the contracting authority to provide participants with time to incorporate modifications in their bids. The previous deadline for selecting a partner for the construction of the Outer Port was July 14th of this year.
The Port reported that in the first half of 2026, participants in the competitive dialogue submitted approximately 350 questions and 250 proposed changes to the documentation. According to the Port Authority, these discussions resulted in the most advanced version of the documents since the investment began in 2020.
In a June release, the Port of Gdynia Authority announced that four entities were participating in the competitive dialogue. The process is being conducted under a Public-Private Partnership (PPP) formula. A partner will be selected to build the terminal, provide financing of approximately PLN 5 billion, and be jointly responsible for the long-term operation of the transshipment terminal.
The Outer Port is planned as a deepwater container terminal with a transshipment capacity of approximately 2.5 million TEU per year. The terminal site will cover over 150 hectares of artificial sea terrain.
The Port of Gdynia is currently constructing breakwaters. Budimex is the contractor. Environmental and geological studies, approved by the Ministry of Climate, have already been completed.

Timeline for the construction of the Outer Port of Gdynia, Poland
• 2020 – commencement of the public-private partnership procedure and qualification of participants for the competitive dialogue.
• 2021–2023 – five rounds of competitive dialogue conducted and development of the basic documentation for the procedure.
• 2024 – significant acceleration of work conducted by the Port of Gdynia Authority S.A.; commencement of the intensive stage of refining the documentation and preparing the bidding process, signing of a contract with Budimex for the construction of protective breakwaters.
• 2025 – intensified dialogue with participants, further working meetings, and a wide range of changes and clarifications to the procedure documentation.
• H1 2026 – culmination of work: approximately 350 formal inquiries, approximately 250 proposed changes to the documentation, numerous working meetings, and preparation of the final version of the documentation serving as the basis for submitting bids.
